On 12 May 2020, a Memorandum of Understanding on Human Resource Management and Civil Service was signed between the Ministry of Personnel Management of the Republic of Korea and the Ministry of Human Resource and Social Development of the Kingdom of Saudi Arabia.

The MOU outlines opportunities for comprehensive bilateral cooperation in public personnel management, including development of the laws and regulations of civil service in areas such as job classification, training, recruitment, development of administrative leadership and performance management.

Amid the COVID-19 pandemic, the MOU was arranged remotely, with each participant signing the document in their home country.

The MOU signing is expected to pave a way for the two Ministries to share experience in public personnel management and to strengthen bilateral cooperation. The two participants plan to hold a high-level video conference in June during which Korea's experience in telework operations will be shared and potential bilateral projects will be explored.

This is also MPM's first MOU signing with a Middle East country which will be a first step toward promoting its experience in public personnel management to its potential counterparts across the region.
