Definition of Appointment

  • A generic term for a series of processes leading to the development, change and termination of the civil service officialdom

    New recruitment, promotion, change of jobs, transfer, holding of concurrent posts, secondment, appointment to a lower rank, temporary retirement from office, suspension from a position, suspension of a duty, demotion, reinstatement in service and dismissal, release and removal from office (Decree on the Appointment of Public Officials: Article 2)

  • (Principle) President: Senior Civil Service, Grades 3 - 5, Grade A Civil Servants of Professional Career (Specialists) / Competent Minister: Grades 6 - 9

        • New recruitment, promotion, transfer of a senior researcher/senior technical advisor who is not a senior civil servant to a position in the SCS, transfer / suspension from a position / temporary retirement from office / suspension of a duty / reinstatement / holding of concurrent posts of a Grade A civil servant, transfer to a Grade A position, transfer to another position under the jurisdictions of a different competent minister, change of jobs, appointment to a lower rank, demotion, dismissal, release and removal from office, holding of concurrent posts in agencies under the jurisdictions of different competent ministers

    ① The head of a competent agency (SCS) Transfer authority for civil servants of Grades 4 and 5 Appointment authority for civil servants of Grade 6 or below
    ② The head of a competent agency (Grade 4 and above) Appointment authority for civil servants of Grade 6 or below
    ③ The head of a competent agency (Grade 5) Appointment authority for civil servants of Grade 6 or below
    ④ Auxiliary agencies in which senior civil servants are placed Transfer authority concerning civil servants of Grade 5 or below who are under the direction/supervision of the auxiliary agency concerned
    ⑤ Auxiliary agencies in which senior civil servants are placed Transfer authority concerning civil servants of Grades 4 and 5 who belong to the auxiliary agency concerned

Central Civil Service Management Agency (State Public Officials Act: Article 6)

  • (Significance) In the case of the administrative branch, the "Minister of Personnel Management" is in charge of the establishment of basic policies on civil service management as well as the matters related to the implementation and management of state civil servants.
  • (Functions and Roles) The Minister of Personnel Management shall exercise general control over overall matters concerning personnel management as prescribed by law in order to facilitate balanced personnel management among agencies, efficiently utilize human resources and develop capabilities.
