4. Qualification (to be determined on scheduled date of final test)


A. Common requirements (who satisfy all the following requirements)


○ A person who does not fall under the grounds for disqualification stated in each subparagraph of Article 33 of the Statute Public Officials Act, whose eligibility to applying for test is not ceased by relevant statutes

< Disqualification>

1.An incompetent   person under the adult guardianship or under the limited guardianship;

2.A person who   was declared bankrupt and has not yet been reinstated;

3.A person in   whose case five years have not passed since his/her imprisonment without   labor or a heavier punishment as declared by a court was completely executed   or exempted;

4.A person who   was sentenced by the suspension of the execution of imprisonment without   labor or a heavier punishment and for whom two years have not passed since   the period of suspension expired;

5.A person who   is under a suspended sentence of imprisonment without labor or a heavier   punishment as declared by a court;

6.A person who   is disqualified, or whose qualification is suspended, pursuant to a judgment   of the court or other Acts;

6- 2.A person who   committed a crime prescribed in Article 355 or 356 of the Criminal Act with   regard to his/her duty during the period of service as public official and   was sentenced to a fine of at least three million won and in whose case two   years have not yet passed since the ruling on such sentence became final;

6- 3.A person who   committed a crime prescribed in Article 303 of the Criminal Act or Article 10   of the Act on Special Cases concerning the Punishment, etc. of Sexual Crimes   and was sentenced to a fine of at least three million won and in whose case   two years have not yet passed since the ruling on such sentence became final;

7.A person who   was removed from office by a disciplinary action, and for whom five years   have not passed thereafter;

8.A person who   was dismissed by a disciplinary action, and for whom three years have not   passed thereafter.


○ Age of application: 20 years or above (who were born before December 31, 1997)


○ No restrictions related to nationality (foreigners, multiple nationalities can apply)


○ As for male applicants, those who have completed or been exempted from military service, who can be discharged from military service at least six months before the scheduled date of final (interview) test


B. Qualification Requirements (who satisfy any of the following)

[Related fields] International exchanges and   cooperation, diplomacy, personnel administration (including headhunting),   human resource development, press and publicity, marketing, public agency in English speaking country 

[Related degree] English Language and Literature,   International Relations (International Studies), Diplomacy, Journalism, PR,   Pedagogy, Psychology

[Preferred credentials] A person with bachelor's degree   or higher in a foreign university in English speaking country


 Whether a person holds a license and how to calculate his career is determined based on the scheduled date of final test

If you apply with career as qualification requirements, three years should have 

not elapsed after retirement as of the date of notice of examination

 Scope of career recognition in related fields: it is limited to where career certificate is submitted, and the work period and responsibilities should be stated on the career certificate

 Preferred credentials are determined based on the application deadline




5. Remuneration


○ Remuneration and allowances for public officials in the appointed position are paid according to the Public Officials Remuneration Regulations

○ Annual salary is set within the salary range limit, but specific amounts will be determined in consultation by taking into consideration the career, experience, etc. of the person to be appointed 

 Upper and lower limits of annual salary: 75,862- 43,118 thousand KRW (Other allowances to be paid separately)


6. Test methods and    schedule


A. Test Methods


○ First round, Document Review Process 

-  Written review by screening submitted documents including application form, resume, license, cover letter, job performance plan 

-  If the number of applicants are more than three times the scheduled recruitment personnel, applicants in number more than three times planned recruitment personnel can be selected, according to the criteria of document review

(Criteria of document screening) Superiority of the cover letter and job performance plans, evaluation of work experience in related fields, assessment of job performance, and whether preferred credentials are held, etc.


○ Second round, Interview


-  Applicants who pass document review are evaluated in interviews especially as to whether they have ability required to perform relevant duties among other evaluation items, and rated as good, fair, and poor, according to Article 5 of Decree on the Employment Test of Public Officials

(Evaluation items) Mental attitude as civil servants, expertise and its application ability, accuracy and logicality in expression of opinion, courtesy and politeness, conduct and integrity, creativity, willpower, and growth potential


-  Among those who do not fall under the rejection criteria, candidates who receive the highest grades in the evaluation are finally selected. 

(Determination of final successful candidates) If a majority of the committee members rate two or more of five evaluation items as "poor", or when a majority of the committee members rate the single evaluation item as "poor", the candidate fails; candidates with largest number of “good” are determined as successful 

candidates.

○ Interview: scheduled on October 11, 2017 (Wed)

○ Announcement on final successful candidates: scheduled on October 18, 2017 (Wed)

 It may be changed slightly depending on the days required for document verification


7. Reception of application    form

 Reception hours are 09:00- 18:00, and documents are not accepted on Saturdays, Sundays and public holidays

C. Method of application: To submit by registered mail or by visiting the reception desk

 Documents by registered mail should arrive by 18:00 of due date, and documents should not be sent by courier or quick- service

 When sending documents by registered mail, ‘It contains application form for public officials in general service’ should be stated on the cover of envelope

Employment period, personnel changes, job title, responsibilities should be described, if not submitted, career is disapproved

B. Individual requirements (to be submitted only by relevant person)

 Evidential material of winning awards and decorations in various competitions

 Copies of thesis and research paper, proof of publication, patent registration, other research and development or performance, 1 copy for each

 For research paper, the summary within one page should be attached 

For evidential material written in foreign languages, (degrees, career certificates, papers, etc.) it must be attached with Korean translations

 Foreigners living overseas should submit Applicant`s Health Statement <Attachment No. 7 Format>


C. Matters of Caution

○ Applicants shall take whole responsibility for any disadvantages caused by not checking on matters related to test, so please make sure to double check the exam schedule including announcement date of successful candidates and acceptance as successful candidates. 

○ According to Article 51 of " Decree on the Employment Test of Public Officials, any person who cheats in the employment test or falsely states on the test- related documents (including matters such as career, decree, certificates described in application form) to have unduly influence the test results shall be suspended from relevant test or test shall be invalidated, or passing of test shall be revoked, and the person can lose eligibility for applying to following exams under the same regulations, or to other recruitment exams for national civil service, for five years from the date when such disposal is rendered. 

○ Applicants can suffer disadvantages by wrongly describing in the application form and other documents, so please make sure to complete them without error.

○ If the information described in the documents submitted differ from the fact, the acceptance or appointment of applicants can be revoked.

○ Even after notifying successful applicants, the acceptance can be canceled if grounds for disqualification are found through positive vetting, recruitment medical examination, degree verification, etc.



9. Other matters


○ If the number of applicants are same as the recruitment personnel or void, re- announcement can be made.

○ If there is no proper candidate to perform the job, recruitment can be not executed.

○ The received papers will not be returned, but the documents submitted in the original form (ex: graduate certificate) can be returned if the applicant wants.

○ If there is need to supplement vacancy because the final successful candidate renounces his/her employment, or if he/she has grounds for disqualification, additional successful candidates can be chosen within six months from the date of announcement of successful candidates.

○ Please make sure to include your E- mail address and phone number in resume. (Any disadvantage arising from error in description, omission, or inability to contact is blamed on applicants).

○ If there is need to change the details of notification for unavoidable reasons as specified in Article 47 (2) of Decree on the Employment Test of Public Officials, the changed details can be announced by seven days before the test date.

○ In the case of public officials with a fixed term of office prescribed in subparagraph 3 of Article 10 and Article 3- 2 of the Enforcement Decree of the said Act, if the person wants, he/she can sign up for unemployment insurance within three months from the employment date.

○ As for foreigners, positive vetting of final successful candidates can be commissioned to the National Intelligence Service; if acceptance is canceled because the candidates fail to pass physical examinations conducted when the candidates come to Korea after passing the final exam, the residence permit and the employment contract is revoked; at the same time, the candidates should return to their home countries; all expenses incurred in arrival to, departure from, and stay in Korea including the cost of medical examinations shall be borne by the candidates.
