2018 Government Report for Building of the Fair and Right Society (January, 2018)

The Ministry of Personnel Management promotes innovation of personnel management that the public can recognize, in order to build the public organization facilitating "the human-centered economy" and "innovation-based growth".

The public ethical system will be reinforced to build the trusted public organization.
The foundation empowering public officials to actively work with confidence will be built by adopting institutional measures to allow members of the public organization to refuse their managers' illegal and unfair directions; and expanding the scope of exemption of responsibility for members of the public organization who have to take responsibility for their services.
The systems for property review and employment restriction will be revised to remove uniform regulations and promote reasonable operation of the systems.

Capable public officials will be selected and fostered to develop public officials who can communicate with the public and work smartly to meet changing needs of the time.
Competency of public officials will be reinforced byvocational training for public officials in basic livelihood management and safety management areas that directly affect the public. The method of education will be shifted from cramming to conversation- and debate-centered education to develop professional skills of public officials.
The personnel management system of public officials will be improved into the performance-centered system.
To secure diversity, the basic plan for balanced personnel management will be set up to expand employment of female managers, local talents and the severely disabled, which is expected to contribute to policy-making meeting needs of the public.
