Key characteristics of the announced plan are as follows:&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>- Citizens will be able to directly request proactive governance for the advancement of the public interest in cases where the lack of relevant laws or ambiguous regulations make application of new policies difficult.&lt;/p>&#xd;
&lt;p>- A learning and development platform based on artificial intelligence will be launched to provide real-time video lectures, content developed by the private sector, customized programs, etc.&lt;/p>&#xd;
&lt;p>- Civil servants will be allowed to determine their work hours and place of work flexibly depending on personal circumstances when working from home. &lt;/p>&#xd;
&lt;p>- The MPM will further advance last year’s quarantine measures for recruitment exams (so called ‘K-Quarantine Measures for Exam Takers'), and administer recruitment exams in a safe environment with a minimal risk of transmission of infectious diseases.&lt;/p>&#xd;
&lt;p>- Taking and distributing intimate images, obscenity via communication media, etc. are newly added to the list of illegal sexual misbehavior, and the abuse of authority is categorized as a new type of illegal behavior.&lt;/p>&#xd;
&lt;p>- Civil servants subject not only to severe disciplinary actions (e.g. removal, dismissal, demotion, or suspension) but also to moderate disciplinary actions (e.g. reduction of salary or reprimand) will not receive any performance-based bonus.&lt;/p>&#xd;

&lt;p>□ The Republic of Korea (ROK) government will publish a series of handbooks in English to introduce the country&amp;rsquo;s excellent public human resource management system to the international community. &lt;br />&amp;nbsp;○ On January 21, the ROK Ministry of Personnel Management (MPM, Minister Hwang Seo-chong) announced that it will publish handbooks about the country&amp;rsquo;s civil service management system in English and distribute them to foreign governments and international organizations.&lt;br />&amp;nbsp;○ The publication of handbooks is part of the ROK government&amp;rsquo;s efforts to provide standardized content in response to rising interest and demand from foreign governments and international organizations for introducing its civil service management system and sharing its experience with the development of the system.&lt;/p>&#xd;

&lt;p>□ The handbooks will be published consecutively in six major areas, including recruitment, human resource development, performance management, civil service ethics. The first two series on &amp;ldquo;Recruitment&amp;rdquo; and &amp;ldquo;Electronic Human Resource Management System (e-Saram)&amp;rdquo; provide each system&amp;rsquo;s background, history of development, key features and achievements.&lt;br />&amp;nbsp;○ &amp;ldquo;Recruitment&amp;rdquo; explores the development of the civil service recruitment system, the types of recruitment exams and selection methods, and the recruitment system to enhance diversity and expertise in the civil service.&lt;br />&amp;nbsp;○ &amp;ldquo;e-Saram&amp;rdquo; explains the establishment and development of the e-Saram system, its functions and services as well as achievements with easy-to-understand diagrams.&lt;/p>&#xd;

&lt;p>When asked to present an ID card during the course of executing public service, a smartphone-based ID will prove the status of a public official. It will also enable entry into and exit from government buildings without having to take out the existing plastic cards.&lt;/p>&#xd;

&lt;p>In addition, it will allow logging in to the government email system and access to remote work places (e.g. Smart Work Centers) without an administrative digital signature (i.e. Government Public Key Infrastructure, GPKI).&lt;/p>&#xd;

&lt;p>In order to avoid confusion, the mobile public official ID cards will be used in parallel with the existing plastic cards for the time being.&lt;/p>&#xd;

&lt;p>&lt;br />Under the theme of &amp;ldquo;Building Public Sector Resilience&amp;rdquo;, the session served as a platform for the members and attendees to take part in discussions on various topics, including &amp;lsquo;risk management and resilience of the public sector and society&amp;rsquo;. Also, there were three breakout sessions where participants explored &amp;lsquo;how governments can build anticipatory capacity in order to withstand unanticipated shocks and stressors' and 'how anticipatory governance can be used to build consensus around a desired future&amp;rsquo;. Defining and providing 'essential goods' as well as &amp;lsquo;ensuring the continuity of essential public services&amp;rsquo; during the COVID-19 crisis and in the crisis recovery were also key topics for discussion.&lt;/p>&#xd;

&lt;p>Earlier, on November 16, the MPM also remotely attended the PGC Symposium under the title, "Building Trust in Government by Better Managing Performance". The Symposium was one of the meetings comprising the PGC Week (16-20 November 2020) and reviewed &amp;lsquo;the state of performance management and the impact it is having in the COVID-19 context which demands more real-time, and cross-cutting performance information and monitoring&amp;rsquo;.&lt;/p>&#xd;

&lt;p>The Republic of Korea (ROK) plans to introduce the process of transitioning its personnel administration services to a digital platform and share with Latin America and the Caribbean (LAC) countries its preemptive response to the “new norm”* of the post COVID-19 era.”&lt;br />&amp;nbsp; * Refers to the new means of carrying out daily life as a result of the ongoing COVID-19 pandemic.&lt;br />&amp;nbsp; - On 26 October, the ROK Ministry of Personnel Management (MPM, Minister Hwang Seo-chong) and the Inter-American Development Bank (IDB) announced that they will be holding a joint "International Webinar on ROK's Digital Human Resources Management (HRM)" on 29 October.&lt;br />&amp;nbsp; - IDB was first formally established in 1959 as a regional development bank that supports economic and social development, free trade, and unification across LAC countries through loans and technical cooperation. ROK joined as a non-borrowing member of IDB in 2005.&lt;/p>&lt;br />&#xd;
&lt;p>This webinar is being held at the request of IDB to share Korea’s experience in public personnel management, including digital HRM, reflecting the demands of LAC nations, such as the Dominican Republic and Uruguay.&lt;br />&amp;nbsp; - ROK's national experience in digital personnel management and online training as a preemptive response to the ongoing COVID-19 pandemic has been receiving attention from not only LAC nations, but also from New Northern and New Southern countries.&lt;/p>&lt;br />&#xd;
&lt;p>ROK MPM's Electronic Human Resource Management System, "e-Saram", is a system that electronically manages the human resources, payroll, performance evaluation, education and training, and tasks of public officials. During this upcoming event, the main functions, success factors, implications, and establishment costs of the system will be introduced. &lt;br />&amp;nbsp; - The first iteration of e-Saram was established in 2000 and later transitioned to a next-generation, cloud-based system in 2011-2012. Even today, the system is constantly evolving to utilize Robotic Processing Automation (RPA) in payroll processes.&lt;br />&amp;nbsp; - During this upcoming webinar, case studies on the implementation of e-Saram as part of COVID-19 response and other main points of interest among LAC nations will be discussed.&lt;/p>&lt;br />&#xd;
&lt;p>Details will also be shared on ROK's experiences with its government e-learning platform and other online education tools as a result of the expansion in remote learning due to difficulties with in-house education in the wake of the COVID-19 pandemic. &lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>The most recent one was held on 3 September with the Cabinet Secretariat of the Government of Mongolia in attendance. It was also joined in by representatives from the Civil Service Council of Mongolia and the National Academy of Governance as well as other Mongolian public officials from various ministries, including the Ministry of Finance, Ministry of Foreign Affairs and the Ministry of Justice and Internal Affairs. Most of the Mongolian participants are in charge of public personnel administration and ethics programs within their affiliated ministries.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>The two countries shared their policies and experiences in the public ethics system and had an informative question and answer session. In particular, Korea's Public Service Ethics Program, comprising restrictions on employment and activities of retired public officials and property registration, disclosure and review system, gained much interest.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>In the meantime, Uzbekistan expressed interest in Korea's public personnel policies. The MPM and the Agency for the Development of Public Service under the President of the Republic of Uzbekistan (ARGOS) met online on 26 August to exchange information on the two countries' civil service recruitment and human resources development systems. Korea's Electronic Human Resource Management System (e-Saram) was also an interesting topic of the day.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>As part of its international cooperation efforts, the MPM plans to continue hosting and taking part in a series of webinars with its partners, including the aforementioned countries.&lt;/p>&#xd;

&lt;p>In mid-September, a webinar on performance management will be held with participants from the Cabinet Secretariat of the Government of Mongolia and the National Academy of Governance. &lt;p>The webinar series with ARGOS will also countinue. &lt;p>The National Human Resources Development Institute (NHI) under the Ministry of Personnel Management (MPM) is in charge of training Korea&amp;rsquo;s public servants and has also been operating training programs for foreign government officials since 1984.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>Amid the Covid-19 pandemic, the NHI has made a timely transition from offline to online, as there is still&amp;nbsp;a growing interest in and eagerness to experience and learn about Korea's training programs for public officials.&amp;nbsp;&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>The&amp;nbsp;Institute is planning to provide foreign government officials with courses aimed at enhancing capacities of public officials of foreign governments. The Capacity Building Program for Civil Servants of the Royal School of Administration of Cambodia which is to commence on 31 August is one example. The program will provide an opportunity for participants to share and discuss various topics, including global trends in human resources development, examples of innovative practices in training of public officials&amp;nbsp;and new teaching techniques.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>The NHI also plans to provide other programs online and to continuously contribute to the building of a new paradigm for training of foreign government officials and active utilization of online training. Upcoming programs include a capacity building program for Indonesian public officials serving in the field of civil servants management and training program for the faculty and staff of the Academy of Public Administration under the President of the Republic of Uzbekistan (APA).&lt;/p>&#xd;

&lt;p>The MOU outlines opportunities for comprehensive bilateral cooperation in public personnel management, including development of the laws and regulations of civil service in areas such as job classification, training, recruitment, development of administrative leadership and performance management.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>Amid the COVID-19 pandemic, the MOU was arranged remotely, with each participant signing the document in their home country.&lt;/p>&#xd;

&lt;p>The MOU signing is expected to pave a way for the two Ministries to share experience in public personnel management and to strengthen bilateral cooperation. Representatives of the 36 OECD member countries, who gathered together on an online platform, were invited to share their experience in responding to the pandemic and provide input on their priorities for government work related to COVID-19.&lt;/p>&#xd;

&lt;p>One of the session items was on the Hub on the Governance for the Sustainable Development Goals (SDGs), proposed as "an umbrella initiative giving more visibility to ongoing OECD work and activities on strengthening leadership and governance mechanisms in support of the SDGs". &lt;p>The MPM had an opportunity to brief fellow members on the current "state of play" of Korea's civil service and effective elements of people management responses amid the COVID-19 pandemic. In the civil service community, it has been emphasized that the key element of civil service personnel management amid the pandemic is maintaining continuity of operations. Accordingly, the MPM has been issuing sets of guidelines and guidance aimed at promoting a variety of public human resources management policies. Flexible work arrangements have been made and social distancing has been practiced with consideration and priority given to public officials who are expectant mothers, long distance commuters or parents who need to take care of their young children at home during the day. The country's fast internet and top-notch information technology have also been utilized to support  prompt hiring and minimize face-to-face contacts to prevent infection.&lt;/p>&#xd;

&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>As a follow-up measure to last year's 'Scheme for More Jobs and Better Working Environments for Persons with Disabilities', the amendments include the following:&amp;nbsp;&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>-&amp;nbsp;Persons with severe disabilities who wish to take employment examinations (below Grade 8) are now required to have two years of work experience or a bachelor's degree in the related field.&lt;/p>&#xd;
&lt;p>&lt;br />-&amp;nbsp;Previously, persons with severe disabilities had to have three years of working career or a master's degree or above in the related field, just as their non-disabled counterparts.&lt;/p>&#xd;
&lt;p>&lt;br />-&amp;nbsp;Hence, considerations were taken into account with respect to the fact that persons with severe disabilities face more challenges than their non-disabled or mildly-disabled counterparts when acquiring work experience or educational qualifications.&lt;/p>&#xd;
&lt;p>&lt;br />-&amp;nbsp;Medalists of the International Abilympics for Persons with Disabilities and the National Skills Competition for Persons with Disabilities are also qualified for recruitment for career positions for persons with severe disabilities.&lt;/p>&#xd;
&lt;p>&lt;br />-&amp;nbsp;If in excess of the prescribed number of staff members, appointment of persons with severe disabilities will take precedence, leading to more active endeavors to recruit persons with disabilities.&lt;/p>&#xd;
&lt;p>&lt;br />-&amp;nbsp;Previously, when each agency conducted their own recruitment examinations for career positions, it was possible for them to appoint new employees only when there were vacant positions at the agency.&lt;/p>&#xd;

&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>With the diversification of hiring channels and backgrounds of government employees, emphasis has been placed on the key principle of fair and balanced public personnel management. Accordingly, new provisions to prohibit discrimination over gender, religion and social status are now in place.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>For instance, any restrictions on parental leave applied to public officials appointed for fixed terms of office have been abolished and taking such leave is now allowed regardless of the length of an official&amp;rsquo;s remaining terms of office. Previously, a public official appointed for fixed terms of office had to have at least six months left until termination of the contract if he/she wished to go on childcare leave.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>The draft proclamation of the State Public Officials Act was resolved at the Cabinet Meeting on 21 January 2020 to enhance the fairness and transparency of the government's personnel management, expand the scope of the collection and use of the National Human Resources Database (NHRDB) and make new provisions for restrictions on voluntary release from service of a public official who committed malfeasance.&lt;/p>&#xd;

&lt;p>The Action Plan 2020-2021 sets out the delivery of a customized training program for Mongolian government employees and sharing of experience for the development of the merit-based employment examination system in the public sector.&lt;/p>&#xd;

&lt;p>The plan was arranged on the occasion of the visit to Korea by the CSC delegation headed by Chairman Baldan BAATARZORIG from 17 to 20 February 2020.&lt;/p>&#xd;

&lt;p>The Index&amp;nbsp;consisted of 12 indicators covering the core characteristics of an effective central government civil service. Of the 12 indicators, the&amp;nbsp;HR Management indicator measured the extent to which civil service recruitment systems are meritocratic, attracting and retaining talent, performance management systems and practices and the extent of human resources data collection. In the overall HR Management indicator, Korea placed 3rd after Canada and Ireland. In the extent to which databases are used for HR management, Korea achieved the maximum score.&lt;/p>&#xd;
&lt;p>The high-ranking in use of database for HRM is contributed to the Korean government's advanced HRM solution - the e-Saram. E-Saram is a standardized electronic personnel management system that supports governmentwide personnel operation and personnel policy tasks by computerizing the overall personnel administration from recruitment to retirement. Through this system, each government agency can electronically manage a variety of personnelrelated tasks such as transfer, promotion, pay and leave. &lt;p>Earlier this year, MPM and Mongolia's Cabinet Secretariat signed a MOU on cooperation in the field of public personnel administration. &lt;p>&lt;span style="font-size: medium;">&lt;span style="font-size: medium;">Over 220,000 Korean p&lt;span style="font-size: medium;">ublic officials&amp;nbsp;subject to&amp;nbsp;mandatory asset declaration are required to declare their assets through the Public&amp;nbsp;Ethics and Transparency Initiative (PETI) website (&lt;a href="http://www.peti.go.kr">www.peti.go.kr&lt;/a>) by end of February&amp;nbsp;each year for change in assets for the previous calendar year. The change in assets must include the assets belonging to the public official&amp;nbsp;and his/her&lt;span style="font-size: medium;">&lt;span style="font-size: medium;">&amp;nbsp;immediate family members including&amp;nbsp;spouse, parents, children. The objective of the public service ethics program in Korea is to promote fairness in the execution of official duties and establish ethics guidelines for public officials as public servants by&lt;br />creating an environment that prevents conflicts between public and private interests, such as unlawful property acquisition by public officials and&lt;br /> collusive ties between the government and businesses and is stipulated in the Public Officials Ethics Act. The asset changes of political appointees and senior civil servants in grade 1 are publicly announced in late March. &lt;/span>&lt;/span>&lt;/span>&lt;/span>&lt;/span>&lt;/p>&#xd;

&lt;p>&lt;em>"Public Human Resource Management at a Glance 2018",&lt;/em>&amp;nbsp;totalling 11 chapters, addresses a wide range of HRM policies implemented by the Korean central government highlighting the major features&amp;nbsp;while providing&amp;nbsp;the details of the HRM system including the types of public officials, recruitment and promotion, the Senior Civil Service, human resource management (i.e. human resource planning, job mobility, job placement, inter-agency personnel exchange, personnel audit), performance management, human resource development (i.e. training), compensation and pension (including merit-based pay), job security, civil service conduct, disciplinary measures, labor unions as well as e-HRM system.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>During his official visit to Uzbekistan back in March 2018, MPM's Minister Kim Pan Suk had presented copies of "Public Human Resource Management at a Glance 2018" to the key officials of the&amp;nbsp;Uzbekistani government including the&amp;nbsp;Prime Minister and the Minister of Employment and Labor. At that time, the Uzbekistani government expressed a strong interest and will to translate this copy. Less than five months after Minister Kim's visit to Uzbekistan, the Government of Uzbekistan has come up with the translated version of "&lt;em>Public Human Resource Management at a Glance 2018"&lt;/em> which will be widely disseminated among government agenices as well as&amp;nbsp;research and training institutes of public administration. The Korean government has been implementing a wide range of reformative measures to achieve a gender-balanced civil service with equal opportunity and the share of women in the civil service has been gradually increasing. The preliminary results of the annually-released statistics on national civil service in the public administration sector for 2017 show the proportion of women in the national civil service at 50.2%. &lt;p>The Charter, which has been considered a dead letter since enacted in 1980, is reborn in accordance with the stream of the time and the expectations of the citizens, as a result of one-year preparation after the foundation of the Ministry.&lt;/p>&#xd;
&lt;p>It differs from the previous version, which had put its emphasis on ethical virtues and civil service discipline of public servants, in that it includes objectives of public servants who will lead the country in the future by highlighting the proper resolution to devote themselves to the country and serve the people and stating desirable public service values to realize the right civil service anticipated by the people and the future generations.&lt;/p>&#xd;
&lt;p>In the preparatory stages, the Ministry has collected many opinions from all ranks and classes including citizens, public servants, scholars, religionists, and a special advisory panel.&lt;/p>&#xd;
&lt;p>To frame the charter, the surveys targeting citizens and public servants selected core civil service values which encompass the present and the next three decades, namely patriotism, democracy, diversity, responsibility, transparency, fairness, integrity, morality and common good. They were structuralized as three categories of view of state, public service spirit, and ethical belief, in order to re-establish public service values to be realized by public servants.&lt;/p>&#xd;
&lt;p>The Charter has been read during New Year&amp;rsquo;s kick-off ceremonies of public organizations, so that all public servants can share and realize the public service values contained in the Charter&lt;/p>&#xd;

&lt;p>The agreement aims to establish mutual cooperation system sharing the training courses, education programs, instructors, and facilities of the institutions mainly located in &amp;lsquo;innovation towns&amp;rsquo; across the country.&lt;/p>&#xd;

&lt;p>The first section, understanding of public service, includes an exhibition stand where people can look at a range of exhibits and understand what public service is, including types of civil servants, personnel systems, pay and welfare, etc. Particularly, an exhibition stand of innovation shows civil service reforms that have been achieved since the launch of the Ministry of Personnel Management and its future plans to innovate.&lt;/p>&#xd;
&lt;p>The second section, information on civil service recruitment, provides a variety of information on open recruitment for grade 5, 7, 9 officials as well as career competition recruitment for those working in the private sector. In addition, HR officers from each agency will have a Q&amp;amp;A session on the spot with participants about their areas of interest.&lt;/p>&#xd;
&lt;p>The third section, customized recruitment information service, provides one-on-one counselling by incumbent officials about how to study and prepare for exams. &lt;p>Side events of Public Service Fair 2015 will include type-specific job fair, such as military personnel, police and fire officers, and officials in general service, personnel innovation talk concert and history talk concert. At the job fair, government officials will explain recruitment systems and share their experiences in exam preparation in a form of talk concert, and at personnel innovation and history talk concerts, they will discuss directions in personnel innovation with prospective public officials.&lt;/p>&#xd;

&lt;p>The heads of personnel authorities of China, Japan and Korea share the need for enhancing expertise of public servants and gather together to discuss how to do it.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>The Ministry of Personnel Management (MPM) and its Minister Lee Geun-myeon today announced that the 7&lt;sup>th &lt;/sup>Heads of Personnel Authorities Meeting of China, Japan and Korea would be held at Grand Hyatt Hotel in Seoul from August 31 to September 1, attended by Vice Minister Xin Changxing of the Ministry of Human Resources and Social Security (MoHRSS) of China and President Nahomi Ichimiya of the National Personnel Authority (NPA) of Japan. On August 31, the three nations had bilateral meetings with each other to lay the foundation for strengthening mutual cooperative relations among the three Northeast Asian countries. In the main meeting on September 1, the three heads will evaluate trilateral cooperative projects in personnel administration of the past five years, discuss how to continue the cooperation and sign the Memorandum of Cooperation on public personnel administration among the three countries.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>After the meeting, a free discussion will be held on how to enhance expertise of public officials, which is likely to be the center of attention. During the discussion, the three heads will share the view that public servants with professional expertise can lead a nation to grow and develop in global competition and rapidly changing environments.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>Minister of Personnel Management Lee Geun-myeon said that &amp;ldquo;a responsible administration can be achieved when public officials are fostered to become experts in each field.&amp;rdquo; He will introduce ways of strengthening public servants&amp;rsquo; expertise: (1) Y-shape personnel management that includes professional-type and management-type; (2) expanding professional positions including international trade, cooperation and safety; (3) turning supportive functions including personnel and public relations into professional ones; and (4) extending the mandatory period of holding a position.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>MoHRSS Vice Minister Xin Changxing of China emphasized the importance of individual education and training to enhance expertise of public officials. In the discussion, he will share (1) various education courses and methods for public servants, (2) stabilizing training costs through strict management, and (3) increasing the quality of education by providing customized training.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>NPA President Ichimiya of Japan said that &amp;ldquo;expertise of public servants is divided into job management ability as a general administrator and professionalism in a specific area.&amp;rdquo; She will explain (1) giving opportunities to enhance ability for each grade, (2) fostering staff working in international relations, (3) personnel placement and management based on fair performance assessment, and (4) evaluation of various work experiences in other agencies.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>In 2002, Korea proposed to China and Japan establishing a trilateral network in personnel administration. As a result, Seoul hosted the first Heads of Personnel Authorities Meeting of China, Japan and Korea in 2005, where the Memorandum of Understanding on public personnel administration among the three countries was signed. The meeting has not been held since 2010 due to circumstances in each country, but this year it will be held for the first time since the MPM was established and is expected to renew tripartite cooperation in personnel administration.&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
&lt;p>&amp;ldquo;Enhancing expertise of public officials will lay the groundwork for increasing government competitiveness and restoring public trust,&amp;rdquo; Minister Lee said. &amp;ldquo;I hope this year&amp;rsquo;s meeting can provide our three neighboring countries in Northeast Asia with an opportunity to lead the development of the Asia Pacific region.&amp;rdquo;&lt;/p>&#xd;
&lt;p>&amp;nbsp;&lt;/p>&#xd;
