in july, shortly after taking office, i met with vietnam's minister of home affairs to discuss our collaborative efforts in personnel administration. vietnam is acutely focused on enhancing the competencies of its civil servants to support national development, showing a keen interest in drawing from korea's experiences. the commitment to strengthening the capabilities and competitiveness of the civil service is a shared challenge that transcends political, economic and cultural boundaries, highlighting the critical need for policy exchange and collaborative initiatives.
the korean civil service currently faces numerous challenges. in a rapidly changing environment, there is an increasing demand for elevated competencies among civil servants, especially leaders. the swift advancement of digital transformation requires a comprehensive understanding of data and emerging technologies, emphasizing the need for continual learning and innovation to enhance expertise. additionally, demographic shifts marked by low birthrates and an aging population, coupled with the early retirements of younger civil servants, are closely tied to the government's competitiveness, making the development of innovative personnel policies more essential.
in "good to great," jim collins and his mentor, bill lazier, assert that the primary responsibility of leaders and organizations is to identify and select the right people. the principle of "first who, then what" underscores the vital importance of attracting suitable talent and cultivating an environment where these people can fully harness their capabilities.
the ministry of personnel management (mpm) is implementing a range of comprehensive initiatives to tackle several challenges. surveys and external x-x-evaluations have highlighted low salaries, a rigid organizational culture and low job satisfaction as significant drawbacks affecting the civil service. in response, the mpm is prioritizing enhancements in working conditions, especially for junior civil servants, while actively seeking input from the younger generation to improve personnel systems. the ministry hosts outreach career fairs and discussion forums aimed at engaging youth. to support early integration into civil service, it continuously develops and provides various resources, including onboarding programs. additionally, to allow civil servants to concentrate on their duties without distraction, a preventative system addressing work-related injuries and mental health issues related to overwork and job stress has been established.
the pursuit of suitable talent transcends national borders, as governments worldwide are employing various strategies to attract and retain skilled individuals. consequently, sharing experiences and best policy practices related to personnel management is crucial for advancing mutual prosperity and coexistence. last year, the mpm collaborated with the oecd to establish the asia public service network, which aims to enhance leadership and capabilities within the civil service while promoting joint innovation in personnel management. this initiative marks the oecd's first regional network dedicated to personnel administration, emphasizing korea's commitment to fostering mutual development through exchanges and collaboration with asian nations, leveraging its established personnel management systems and best practices.
at the second network meeting set for n0v. 20 this year, participants will collaboratively explore pending issues related to personnel administration. amid a complex and rapidly evolving administrative landscape, discussions will address the roles and competencies of leaders in anticipating organizational changes and developing effective strategies. additionally, the meeting will aim to cultivate an appealing public service culture that empowers organizational members to achieve expected goals and performances. strategies for attracting capable talent will also be a key focus. given the critical importance of recruiting suitable personnel at this time, the insights shared during this conference will offer valuable perspectives for the attending countries.
a famous african proverb says, "if you want to go fast, go alone. if you want to go far, go together." this wisdom-highlights that while individual efforts can produce swift outcomes, sustainable progress requires collaboration. this principle is equally relevant to personnel administration. the ministry of personnel management aims to utilize this network as a platform to actively share its experiences with the international community and strengthen cooperation in innovating public governance and personnel administration.
