Public Request for
proactive administration
Purpose of introduction
To provide a channel for the public through which citizens can request proactive civil services to resolve certain public issues, such as ambiguity in laws
Issues eligible for public request (all the following conditions must be satisfied)
- Issues concerning public purpose
- Issues previously raised through other civil petitions and suggestion channels but rejected
- Issues previously rejected or not adopted due to a lack of relevant laws or ambiguity in laws
Issues eligible for public request (all the following conditions must be satisfied)
- Issues never raised to any civil petition or suggestion channels
- Issues requiring significant political considerations
- Issues for which remedial actions are currently underway pursuant to other laws
- Issues concerning the relationship of rights confirmed by judgment, adjudication, etc.
- Issues concerning the relationship of rights between individual persons or privacy
- Issues concerning a civil servant’s action conducted for personnel administration purposes
- Inquiries, petitions, or complaints that are not ambiguous
- Issues related to profits for specific individuals, entities, corporations, etc.
