Selection of top-performing civil servants and provision of incentives

(Outline) Government agencies provide one or more personnel incentive(s) for top-performing civil servants in consideration of their performance outcomes, individual preference, the agency's personnel situation, etc. Types of personnel incentives
Special promotion Promote civil servants in Grade 4 or below by one grade
Special promotion of pay grade Promote civil servants subject to the pay grade system (Grade 6 or below) by one pay grade
Highest grade for performance-based pay Grant the highest grade for performance-based bonus (for civil servants in Grade 6 or below) or performance-based salary (for civil servants in Grade 5 or below)
※ The top 2% of personnel are eligible for an additional 50% of the bonus or salary paid to the highest-grade
Priority for educational opportunities Provide priority in the selection of candidates for education at home and abroad at the agency level
Reduction of minimum service period for promotion Reduce the minimum service period for promotion by one year for civil servants in Grade 7 or below
Reduction of minimum service period for selection of civil servants receiving advantages Reduce the minimum service period for selection of civil servants receiving advantages by one year for civil servants in Grade 4 or below
Additional points for promotion Award up to 5 additional points for work performance rating in preparation of the list of candidates for promotion for civil servants in Grade 5 or below
Reward-based vacation Grant up to 10 days of reward-based vacation
Transfer to a preferred department Transfer a civil servant who has fulfilled the mandatory service period to a department of his or her preference
