In the 2019 International Civil Service Effectiveness (InCiSE) Index, published by the UK Blavatnik School of Government and the Institute for Government, the Republic of Korea achieved the highest score among 38 countries on the use of databases for HR Management.

The Index consisted of 12 indicators covering the core characteristics of an effective central government civil service. Of the 12 indicators, the HR Management indicator measured the extent to which civil service recruitment systems are meritocratic, attracting and retaining talent, performance management systems and practices and the extent of human resources data collection. In the overall HR Management indicator, Korea placed 3rd after Canada and Ireland. In the extent to which databases are used for HR management, Korea achieved the maximum score.

The high-ranking in use of database for HRM is contributed to the Korean government's advanced HRM solution - the e-Saram. E-Saram is a standardized electronic personnel management system that supports governmentwide personnel operation and personnel policy tasks by computerizing the overall personnel administration from recruitment to retirement. Through this system, each government agency can electronically manage a variety of personnelrelated tasks such as transfer, promotion, pay and leave. Furthermore, various data and statistics produced by the system are utilized for personnel policy-making at the MPM.
