On November 18, 2020, the Ministry of Personnel Management (MPM) remotely attended the Fifth Heads of Civil Service Meeting for the ASEAN Plus Three Cooperation on Civil Service Matters (ACCSM+3 Heads of Civil Service Meeting), following the Senior Officials Meeting for the Fifth ASEAN Plus Three Cooperation on Civil Service Matters which was held on November 17, 2020.

Amid COVID-19, the Meeting was convened virtually for the first time in the history of the ASEAN Cooperation on Civil Service Matters (ACCSM), and adopted the ACCSM Plus Three Work Plan 2021-2025. At the meeting, the Heads of Delegation exchanged views on measures to promote agility and resilience of civil service and high-quality public services for the people in the midst of the COVID-19 pandemic.

The MPM also presented Korea's strategies and experiences in responding to COVID-19 in the area of public personnel management, including flexible work arrangement and streamlined recruitment process.
