Purpose

  • To cultivate key talents in the public service and to foster international experts in the era of globalization and knowledge information
  • To carry out systematic research on and introduce advanced knowledge and systems to secure future growth engines of ministries
  • To carry out systematic research for the realization of the national vision and strengthen the competitiveness of the public service

Selection criteria

Requirements prescribed in Article 32 of the Enforcement Decree of the Act on the Capacity Development of Public Officials
  • A person who is fully committed to upholding the State and his/her duties
  • A person with excellent work performance
  • A person with the necessary academic background, experience, etc
  • A person who is able to work for a substantial period in the job field related to the training after completion of training
  • A person with the necessary foreign language aptitude
  • A person who satisfies the age, health, aptitude requirements and other qualifications determined by the Minister of Personnel Management
Requirements prescribed in the Guidelines on the Capacity Development of Public Officials
  • A civil servant from Grade 4 to 9 who is under the age of 48 as of the end of the selection year and who has at least three years of actual work experience (excluding similar experience such as military experience)
  • Those who have completed overseas training courses for more than 6 months (including their own overseas training, domestic and overseas connected courses (at KDI, KAIST, and Seoul National University), and the Young Leaders’ Program (Japan), etc.) are excluded from recommendation
  • For those who have completed short-term individual training of less than 6 months, when one year has passed from the date of dispatch of overseas training as of the end of the selection year
  • For those with previous study leave under Article 71 (2) 2 of the State Public Officials Act, overseas employment leave under Article 71 (2) 1 of the State Public Officials Act, and overseas service dispatch under Article 41 (1) 6 of the Decree on the Appointment of Public Officials, when one year has passed from the end date as of the end of the selection year
  • Those who have a doctorate degree earned at home or abroad or a master's degree or higher, degree courses (including 1+1 courses) are permitted
  • Those who have not undergone overseas training without any special reason, such as natural disasters, after passing the selection examination, are restricted from qualifying for examination for three years
