Launched in 2014, the Ministry of Personnel Management (MPM) is an independent central personnel management agency that oversees the personnel system for civil servants from entry to retirement, encompassing recruitment, promotion, service, ethics, accident compensation and pension programs.

The MPM is leading the way in ensuring that civil servants, as volunteers for the people, build an “energetic and competent civil service that is trusted by the people” and contribute to national development.

The MPM promises to do its utmost to build a responsible and accountable civil service that serves the people by seamlessly implementing the government's personnel management reform initiatives, including establishing a fair personnel system based on duties and competencies, creating a working environment where civil servants can fully dedicate themselves to their duties, establishing civil service ethics that meet public expectations, and providing respect and honorable treatment to frontline civil servants.
