Introduction to the system

  • Moving away from the growth-oriented policies of the past, there is a growing interest in realizing public values and community development. Accordingly, as part of the Korean government's personnel management, more and more emphasis is being placed on the importance of diverse and inclusive personnel management which enhances diversity, representation and equity in the civil service along with merit-based personnel principles.
  • Hence, the Ministry of Personnel Management established legal grounds in the “State Public Officials Act” in 2005 to actively implement affirmative action policies with an aim to achieve genuine gender equality and enable the entry into the civil service of social minorities and the underprivileged, such as persons with disabilities, regional and local talent, persons who majored in science, technology, engineering and mathematics (STEM) and those from low-income backgrounds. Based on this foundation, the Ministry is promoting a diversity and inclusion policy in personnel management to expand the employment of social minority groups in the civil service and to create working conditions where they can fully demonstrate their capabilities.
  • In June 2018, the “First Basic Plan for Diversity and Inclusion in Personnel Management (2018 - 2022)” was established, which presented the mid- to long-term vision and goals of the Diversity and Inclusion Policy within the civil service and included implementation tasks for each policy target. Furthermore, in March 2023, the “Second Basic Plan for Diversity and Inclusion in Personnel Management (2023 – 2027)” was established. Efforts will be continued to enhance diversity, inclusion and integration within the civil service.
