Overview of domestic education and training

Purpose of training

  • Contributing to the improvement of the job performance of civil servants and the advancement of administration through in-depth research on job tasks to introduce new knowledge and skills to the public service in response to changes in the administrative environment and the complexity and diversification of administrative demands
  • Improving foreign language proficiency to efficiently meet the demands of the globalized, knowledge-information society

Training procedures

Education and training demand survey
  • Conducting a demand survey to establish an education and training plan for each program
  • Providing target trainee-oriented education and training through the selection of government training tasks for each field and institutions providing commissioned education programs
Establishment of a selection plan for commissioned in-country training programs
  • Establishing a selection plan for commissioned education programs and training in Korea for each program in consideration of the number of trainees and related budgets
Recommendation of trainees for commissioned in-country training programs
  • Each ministry recommends candidates by reviewing applicant qualifications and granting research assignments and considering future positions after training
  • A person eligible for education and training is designated and recommended major fields and key research projects related to their duties or the functions of their affiliated institutions.
Trainee recommendation for commissioned in-country training institutions
  • Qualification requirements, research projects, etc. for persons eligible for commissioned education and training programs recommended by each ministry shall be reviewed and subsequent recommendations made to the relevant commissioned education and training institution as candidates for selection.
Selection of trainees for commissioned education and training program
  • Final selection of target trainees based on the test results of commissioned education and training institutions
Provision of commissioned education and training programs
  • The selected trainees should receive education and training faithfully in accordance with the education program schedule, school rules, etc. of the commissioned institutions and should not cause any disruption to his/her government job due to the education and training programs
Secondment order for training
  • Taking into account the date of admission and completion dates of each training program and training course, ministries should issue an order for training and secondment and provide notification of such to the Ministry of Personnel Management
Payment of education and training expenses
  • Amounts equivalent to the payment made to the commissioned training institution including the admission fee, tuition fee, and the full amount of the school membership fee (However, unofficial expenses such as student union fees, textbook costs, food expenses, etc. are to be borne by the trainee)
Reporting on the progress of commissioned in-country education and training programs
  • Submitting report cards or progress reports of education and training
  • Reporting to the head of the Ministry of Personnel Management or central administrative agency on the location and identity, training scores, training progress and training results, and other matters requested by the head of the Ministry of Personnel Management or central administrative agency
