Allowance scheme in the civil service

  • Allowances, part of the remuneration paid to civil servants, refer to additional payments made in consideration of civil servant’s work conditions and personal circumstances. According to the Regulations on Allowances, etc. for Public Officials, there are 14 types of allowances in 5 categories (the Regulations also stipulate 4 types of actual expenses eligible for reimbursement). While the aforesaid Regulations apply only to state civil servants, the Regulations on Allowances, Etc. for Local Public Officials stipulate allowances and expense reimbursement for local civil servants. The details of allowances and expense reimbursements are as follows.
  • Bonus allowances (3 types) are classified into allowances for civil servants selected to receive class advantages, allowances for good attendance calculated based on the number of years in service, and performance-based bonus paid to civil servants with outstanding work performance.
  • Home and family allowances (4 types) are classified into family allowances paid to civil servants with dependent family members, child tuition allowances for civil servants stationed abroad who have children attending school overseas, housing allowances paid to soldiers and civil servants stationed abroad, and parental leave allowances.
  • Allowances for stationing in specific areas refer to allowances for civil servants who serve in remote areas with little public transportation or cultural and educational infrastructure or at institutions with special working conditions.
  • Allowances for special duties (4 types) are classified into danger allowances paid to civil servants working under dangerous conditions, allowances for special duties paid to civil servants handling special duties, allowances for temporary duties paid to civil servants who perform the duties of colleagues on sick leave, maternity leave, miscarriage or stillbirth leave, parental leave, or other medical leave to treat conditions attributable to official duties, and allowances for military advocates.
  • Overtime allowances (2 types) include overtime allowances paid to civil servants of Grade 5 or below who work beyond the scheduled working hours and allowances for management work paid to management-level officials of Grade 4 or above.
  • Reimbursement of actual expenses (4 types) include fixed meal benefits, holiday benefits, compensation for unused annual leave, and class benefits.
