What is a Flexible Work System?
  • Introduced to improve productivity of the public sector and civil servants’ quality of life, the system allows civil servants to choose flexible ways of working that fit the characteristics of workers, their jobs and organizations
  • Civil servants can select the period and type of flexible work desired and request approval from the head of their team, ensuring the flexible work arrangement does not impede administrative service for the public
Basic policy for the flexible work system
  • Diversify the currently standardized working patterns of civil servants to improve their work-life balance and public sector productivity
  • Heads of each level of administrative agencies shall not subject employees using flexible work arrangements any unreasonable disadvantage in their work performance rating, promotion, transfer, etc
  • Each agency has the discretion to utilize the system to the extent it fits the agency, considering the function of each team and the nature of duties of each individual, etc
  • Recognize and actively utilize the system as a civil servant right, ensuring that the quality of public service is not compromised due to the system

Types of flexible work systems

Type Detail
Flexible hours Workplace arrival and departure times, office hours and days are flexible as long as civil servants work 40 hours a week
Staggered hours Workplace arrival and departure times are flexible as long as civil servants work 8 hours a day
Optional hours Civil servants do not need to work 8 hours a day (4-12 hours of work a day) as long as they work 5 days a week
Intensive work Civil servants do not need to work 8 hours a day (4-12 hours of work a day) as long as they work 3.5 to 4 days a week
Discretionary work Duty is considered fulfilled based on specific results, regardless of hours or place of work
  • Civil servants do not need to come to the office, and 40 hours of work a week is recognized based on work that is carried out
  • This type of work arrangement is used in areas requiring high levels of professional knowledge and skills, where the worker needs to decide how and when to work
Remote work Civil servants work using ICT networks, instead of working in a designated location
Work from home
  • Work from home, not at the office
Smart work
  • Work at a smart center, etc. near home for 8 hours a day (the daily number of working hours should be observed)
