• While the system/institutional changes for nurturing a learning culture among civil servants produced a substantial growth in volume and quantity of learning itself, the current training programs provided by public service training institutes who specialize in collective on-site training, and the limited content designed for common curriculum revealed challenges in satisfying various needs of individual learners.
• Thus, the MPM built the HRD Platform where a rich and diverse content powered by digital technology helps public officials learn anytime, anywhere to improve skills and expertise and to facilitate constant learning in public service.
