Official Overseas Business Trips

Scope of screening

  • Official overseas business trips for which a part or all of the expenses are paid by an agency or organization other than the agency the traveling civil servant belongs to (excluding the government agency of a foreign country or international organization) or an individual
  • Official overseas business trips and the annual trip operation plan whose main purpose is inspection, study, observation, data collection, etc
  • Official overseas business trips and the annual trip operation plan used as a reward or encouragement to civil servants belonging to the agency
  • Official overseas business trips of 10 or more civil servants organized by the competent agency

Criteria for approval

  • Necessity of the business trip
  • Appropriateness of the country and organization to be visited
  • Appropriateness of traveling personnel
  • Timeliness of the trip
  • Appropriateness of travel expenses

Prior training

Preparations before the trip
  • The traveling civil servant shall fully understand the general situation of the country and organization he or she is visiting
  • The traveling civil servant shall thoroughly prepare for discussion, questions, presentations, etc. according to the purpose of the trip
  • The traveling civil servant shall specify the roles and responsibilities of each member of the traveling team according to the trip plan
  • The traveling civil servant shall make through preparations for other matters related to the trip
Guidelines during a business trip
  • The traveling civil servant shall comply with the trip plan and ensure the trip is of high quality and substance
  • The traveling civil servant shall immediately report to the competent agency any unusual matter regarding the trip, such as a change to the plan
  • The traveling civil servant shall maintain contact with the Korean diplomatic mission overseas and avoid inappropriate actions that
  • The traveling civil servant shall would impair Korea’s national standing or the standing of the civil servants themselves
Guidelines after the trip
  • The traveling civil servant shall prepare a report on the outcomes of the official overseas business trip based on relevant report-writing methods
  • The traveling civil submit the report to the competent Minister within 30 days of returning to Korea
  • The traveling civil take necessary measures such as reporting of any unusual matters during the trip

Submission and registration of the report

  • A civil servant who has returned to Korea after an official overseas business trip shall submit a report on the outcome of the trip to the competent Minister within 30 days
  • If there are any matters related to diplomatic affairs among the outcomes of the business trip, the person undertaking the official overseas business trip shall provide notification of or report the relevant details to the Minister of Foreign Affairs in writing within 14 days after his/her return to Korea
  • The competent Minister shall register the report in the overseas business trip and training information system (http://btis.mpm.go.kr) within 15 days from the date of receipt of the report, and shall verify the integrity of the report, such as the content and form of the report and check for possible plagiarism
