Extra Duty
What is extra duty?
Duty performed by designated persons to prevent fire, theft or other incidents and to perform document processing or to maintain business communications on a holiday or during off-duty hours
Types of extra duty
- Day duty is performed on Saturdays and public holidays during the office hours of regular business days
- Night duty is performed from the end of the regular or day duty hours until the commencement of regular or day duty of the following day
Duties of the extra duty personnel
- The extra duty commander-in-chief commands and oversees the extra duty personnel of each central administrative agency
- The extra duty commander commands and oversees the extra duty personnel of agencies in the relevant area
- Extra duty personnel of each organization perform security checks and handle complaints and emergencies
Emergency Duty

Duty performed when needed to effectively carry out work during an emergency or when an emergency is predicted
- Emergency duty ordered for the entire civil workforce
The Minister of Personnel Management issues the order for duty as directed by the Prime Minister
- Emergency duty at a central administrative agency
- The head of the central administrative agency issues the order
- The head of the non-central administrative agency issues the order upon the approval of the head of the central administrative agency
Types, criteria and details of civil servants’ emergency duty
Type | Criteria for issuance | Duty details |

Emergency duty No. 1 | When tension is extremely high during a war, warlike incident or when any other similar emergency situation breaks out or is imminent | Annual leave prohibited At least 1/3 of all personnel at the agency are on duty |
Emergency duty No. 2 | When tension rises prior to a war, warlike incident or any other similar emergency situation or social anxiety rises and the social order is disrupted due to natural disasters or other similar reasons | Annual leave prohibited At least 1/5 of all personnel at the agency are on duty |
Emergency duty No. 3 | When there is a significant threat of a war, warlike incident, or any other similar emergency situation or when local provocations, natural disaster, or other matters require an emergency response | Annual leave discouraged At least 1/10 of all personnel at the agency are on duty |
