Outline and operation of the Government Headhunting Service

Outline

  • The Government Headhunting Service is a recruitment service that seeks out top-quality talent from the private sector for key government positions to enhance openness and competitiveness in the civil service
  • By shifting the recruitment paradigm from open competitive recruitment to a proactive and strategic one, the government aims to attract more talent from the private sector to the civil service
    Positions filled via Government Headhunting
    • Open competitive positions: positions that need to be filled with experts from inside or outside the civil service to utilize expertise or establish an efficient government policy
    • Open competitive positions for experienced professionals: positions filled with experts from outside the civil service exclusively to utilize professional experience and expertise from the private sector

Operation

  • Upon request from ministries and agencies in need of expertise from the private sector, the MPM identifies appropriate talent based on market research and analysis of jobs and positions eligible for headhunting to support the recruitment of talent who can immediately contribute to government outcomes
  • Personal data of domestic and global talent identified through the Government Headhunting Service is registered in the NHRDB for future use

※ The overall recruitment process, including talent screening and evaluation, is independently conducted by relevant ministries or agencies and the Central Selection Examination Committee
