Purpose

Utilize the accumulated expertise and experience of outstanding retired civil servants to improve public services and increas the utilization of national human resources

Name of Program
「 Retired civil servants’ social contribution program (Know-how+)」

Know-how+: Retired civil servants’ experience and know-how in the civil service can be applied to public administration to provide better services to the public

Eligibility and selection process
  • Retired civil servants of 50 years of age or older who have relevant work experience and qualifications
  • After open recruitment, final participants will be selected through screening (document and interview)

    Organization to use the talent recruiteds will determine the details on required experience, years of service, qualifications, etc. for each project.

Public safety Support policies and services to prevent accidents and increase safety awareness such as public safety, disaster preparation and food safety
Social integration and public administration innovation Support strengthening fairness in social service and administrative efficiency such as caring for the socially disadvantaged, human rights protection, corruption prevention and administrative quality improvement
Economic stimulation Support policies and services to strengthen science and technology including ICT, new growth industries including bio-health, support forbusinesses and the start-up ecosystem and to boost domestic demand through consumption and tourism within Korea
Activity support and evaluation
  • Pay the actual cost incurred for the activities based on a track records of success
  • Monitor activities regularly and evaluate the performance of each project and individual

    Determine whether to continue the program and re-appoint the participants in the following year based on regular performance evaluations

Program Structure and Roles

  • Ministry of Personnel Management overseeas the programs including the operation of a Policy Deliberation Committee, planning program operation and providing guidelines
  • Government Employees Pension Service trains participants, executes activity budgets and operates the system, etc.
  • Participating organizations select participants, operate, and manages projects and evaluate participants, etc.

Select participants with the right qualifications for each project

Document review and interview by the Selection Committee

Evaluate the project progress and conduct interim reviews(monthly and as needed)
